Ken Burkhalter is currently a member of the Technical Resources Division of the Caddo Parish Sheriff’s Office in Shreveport, LA. He has been involved in the information processing arena since 1962 when he first worked on an IBM RAMAC computer during a summer internship at Red River Army Depot. He fulltime directed and taught computer programming and allied classes in two community college from 1966-1977. He taught data processing classes as well as Medical Self-Help on local television in the mid 1960’s. He has directed the Information Services departments at Regional Medical Facilities as well as a petroleum distribution corporation. He received a Certificate in Data Processing from the DPMA while also receiving the Outstanding Educator Award from the Texarkana, Texas Jaycees in 1968. From 1984 through the present time he has provided programming and consulting services to both business and governmental agencies from general business systems to county/parish governments, including law enforcement packages for jail systems, police dispatching, and district attorneys. Ken was one of the first in the nation to receive a certificate in Information Security Awareness in the Workplace from The Center for Information Security Awareness and INFRAGARD in April, 2009.
While his college degree is in Computer Science from Texas A&M – Commerce he has involved himself in the area of Homeland Security having been the Medical Director of the Bowie County, Texas Civil Defense for a period of a dozen years during the late 1960’s and 1970’s, while also serving a Justice of the Peace and Coroner from 1970-75. He worked as a reserve police officer for the Bossier City, LA. Police and as an auxiliary K-9 officer for the Shreveport, La. Police Department in the mid-80’s. Ken has been associated with the ABCHS and has 3 certifications from them including Secret Sensitive Information (SSI) and currently serves on the curriculum committee and also is a member of the editorial advisory board. He has taken and taught many classes in Homeland Security and completed the Professional Development Series through FEMA’s Emergency Management Institute (EMI). He has taken over a dozen classes through the South Central Public Health Partnership, currently has a certificate for First Responder Preparedness and is completing the program for a Certificate in Bioterrorism.
In addition to membership and service in the ABCHS, Ken also is a member of the High Tech Crime Investigation Association, a Benefactor member of the NRA and an Endowment member of the Texas Rifle Association.
